Design Proposal: Add JSON Output Support to pbs_rstat

Hello all,

I’ve posted a design document proposing enhancements to the pbs_rstat command to supprt JSON-formatted output using the -F JSON flag.

As the design doc notes: use of the -F flag here keeps things consistent with other PBS commands like qstat and pbsnodes. The current functionality is duplicated by the ‘-f’ flag to pbs_rstat.
