Attributes: Minor doc error in RG

Dear PBS docs team.

There is a small error on page RG-331 (§6.3) of v13 of the Ref Guide related to “Viewing Attribute Values”:

pbs_rstat is not a qmgr command, so to be in line with the remaining doc, the block should probably read simply:
