Is there any plans, and if so when, to publish centos 8.1 RPM ?
If not can the CentOS 7 RPM be safely used ?

Hello, when we make a release we generally post RPMs for the current major release of CentOS and openSUSE Linux (x86_64 builds). Version 20 release is planned for this month (see OpenPBS and Version 20.0) and RPM packages will be provided shortly after tagging the release code in github.
