When I install openpbs from master branch its version is 20.0.0 but I see that there are new tarbal and sourcefiles taged version 20.0.1.
I think that master branch version is newest but has old version tag inside, yes?

Yes the version is usually not updated on the master branch, until a release branch is planned and created.
The version to use might depend on your requirement. Older, released versions might be more stable, but may be missing bug fixes that went to master. On the other hand, master may have more fixes, but may also have instability from newer incoming enhancements.
